Union Science and Technology Minister Mr Kapil Sibal announced proposals to establish a national biotechnology management centre for promoting Scientific and technological outputs of public – funded research and development institutions, in emerging areas of biotechnology .The Ministry is trying to raise the quality and quantity of scientific outputs for developing new industrial process .
