Biotechnology, a frontier of science offers enormous possibilities of its use as a premium precision tool for the welfare of society and creation of wealth for sustainable commercial and socio-economic development. Application of biotechnology world over has substantially benefited agriculture, health care and maintenance of clean environment and environmental protection.

The State of Uttar Pradesh, a vital hub of scientific activities endowed with rich biological resources and rich biodiversity has the unique distinction of having a number of research institutions, which have expertise and capabilities in biotechnology. In view of this, Lucknow was declared as the Biotechnology City of India during the 89th session of the Indian Science Congress on January 3, 2002 by Prof. Murli Manohar Joshi, Hon’ble Minister of Human Resource Development, Science & Technology and Ocean Development with the approval of the Prime Minister in the presence of galaxy of scientists

Phase I

A Bioinformatics Centre supported by DBT and CSIR was set up at Industrial Toxicology Research Centre, Lucknow, as a networking site. This Centre has established links with various institutions working in the area of Biotechnology and Biosciences; U.P. Council of Science and Technology; UPSIDC; etc. and has its website (http://www.biotechcitylucknow.org/).

Phase II

A Biotech Park is being set up in the campus of Remote Sensing Application Centre, Kursi Road, Aliganj, on 8 acres of land. The Biotech park would have Industrial Modules and Bio-business Centre and Training Laboratories. 

Start up, incubation and development of innovation led, high growth, knowledge based bio-business and state-of-the-art infrastructure facilities and single window services for setting biotech industries would be available in this Park.

The technical know-how and laboratory facilities in the area of modern biotechnology of neighboring centers of knowledge creation such as CSIR and ICAR laboratories, IIT Kanpur, universities, medical institutions would also be available to the entrepreneurs. These would include toxicology facilities at ITRC and High Throughput Screening system at CDRI, Lucknow.

The foundation of Biotech Park was laid by Hon'ble Shri Atal Bihari Vajpayee, Prime Minister, Government of India on 21 May, 2003 in the presence of Hon'ble Prof. Murali Manohar Joshi, Minister of Science & Technology, Human Resource Development and Ocean Development, Government of India, Hon'ble Shri Vishnukant Shastri, H.E. Governor, Uttar Pradesh, Hon'ble Ms. Mayawati, Chief Minister, Uttar Pradesh, Hon'ble Shri Lalji Tandon, Minister of Housing, Urban Development, Employment and Poverty Eradication, Hon'ble Shri Nitish Kumar, Minister of Railways, Government of India and Hon'ble Shri A. K. Murthy, State Minister of Railways, Government of India

The Biotech Park would offer GLP/ GMP compliant facilities including:
  • Laboratory modules 
  • Instrumentation facilities 
  • Bio-business support center
  • Bioinformatics Centre
  • Up scaling /processing of plant based lead molecules, products
  • Tissue culture facility
  • Pilot plants for biopesticides/ biofertilizers
  • Hardening and macro propagation facilities
  • Diagnostic kit development facilities

The Biotech Park would focus on the following areas for intensive growth:

Health Care: Human and animal health care products including therapeutic aids, immuno-diagnostics, biosensors, vaccines, gene therapy, monoclonal antibodies, neutraceuticals and cosmetics.

Agriculture: Improvement in the quality and yield of crops, horticulture and forest tree species, bio-pesticides and bio-fertilizers, processed foods and quality enhancers.

Environment: Bio-remediation, safe disposal of waste

Industrial Application: Plants as bioreactors, enzymes, chemicals and polymers

Energy: Bio fuels, renewable energy sources.

The State Government proposes to offer number of incentives to industries depending upon their nature and quantum of business plans.

This park has been established with the help of Department of Biotechnology, Ministry of science & Technology, Government of India in collaboration with Department of Science & Technology , U.P. Government., Council of Scientific & Industrial Research, New Delhi, Indian Institute of Technology, Kanpur, Universities & Industries.
